Balefill officials will ask council for upgrades

Casper landfill needs will be frequent during the Casper City Council meeting tonight.

The balefill requires, among other things, a new construction and demolition dropoff area, according to Solid Waste Division Manager Cynthia Langston in a memo to the council.

People currently unloading old tricycles, rusty bed frames and broken dishwashers go to the same place as those unloading demolition waste like lumber, roofing dirt and Sheetrock.

The combination of uses can cause problems, Langston wrote, and she asked the city council to approve an agreement with an engineering company to plan a separate drop-off center at the landfill.

The project, which will cost about $500,000, is included in the landfill's five-year capital plan.

Langston will also ask council to authorize purchasing a special storage area called a Posi-Shell Silo and six sections of portable fence to contain litter in active areas of the landfill. The silo will store material that covers bales of garbage at the balefill.

The balefill needs a new front-end wheel loader, according to Langston, and the council may approve the purchase of a Caterpillar machine for $260,000.

The council will also vote on an amendment to the handicapped parking ordinance that will require businesses to meet standards set by the Americans with Disabilities Act.

The changes will include requiring parking lots of have a ratio of handicapped parking spaces instead of a minimum of 2 percent of the total number of spaces. It will also mandate that one in every eight spots be "van-accessible."

The council will hear presentations by Marguerite Meyer, the director of Wyoming Food Bank of the Rockies, and interns who have been working on small acreage issues.

A municipal court judge will also swear in Joel Burdess, the newest member of the council, replacing former Ward II council member Lynne Whalen.

" What about recycling? Why hasn't the ability to recycle plastic been addressed? The balefill needs more rooom, more fencing, more this, more that, but there is NO MENTION ANYWHERE ABOUT RECYCLING. We can recycle cans, glass, cardboard, and paper. Which I do every one of them. But plastics continue to fill the balefill, which will NEVER go away. C'mon, think about next century rather than next week. We NEED curbside recycling & plastic recycling. Wonder where the man power should come from to sort all this, chain gangs like they did in the 60's. Make the criminals do something for their free meals, beds and cable. "
